Who we're looking for

Hong Kong Science and Technology Parks DRAFT (HK) is looking for a Manager, Corporate Facilities Management (Operations Control) [HKSTP/MCFMOC/211006] to join the team!

What you will be doing
  • Formulate strategic demand plan on Cost and Contract Management including development and planning of budget and resources maximization to ensure the efficiency of facility resources in supporting the HKSTP property portfolio;
  • Collaborate with HKSTP Procurement Department and Facilities Management Office (FMO) to implement control procedures and mechanism for monitoring and resolving procurement issues of facilities services and related projects;
  • Involve in the preparation of tender scopes, specifications, schedules of rates, maintenances requirements, tender reference documents, related terms and conditions for facilities services, maintenance services, capital works and consultancies contracts;
  • Observe and provide solutions for areas of concern on the execution of the tender process procuring for facilities services, maintenance services, capital works and other related consultancies contracts.
  • Provide professional and constructive recommendations on comprehensive and innovative value engineering solutions to the Management; manage cost including scope engineering, vetting of cost estimates, stringent cost control and concise reporting;
  • Lead contract administration for facilities services, maintenance services and capital works to ensure project is completed according to contract terms and within budget;
  • Manage vendor and service provider relationships, remain acutely aware of industrial standards and market trend that could impact services and costs;
  • Work closely with internal stakeholders and external consultants, collaborate with key stakeholders to strategize ways to derive savings, minimize waste and improve efficiencies;
  • Develop, own and maintain departmental contract register to ensure contract renewal and extension is administered on time;
  • Develops, implements, and manage processes to ensure contractors meet required Service Level Agreement (SLA) and Key Performance Index (KPI) for quality, function, and reliability;
  • Oversee and manage inventory control, develop and implement deliveries, inspecting inventory, and maintaining inventory records processes and procedures.
  • Strictly adhere to and comply with HKSTP Corporate Procurement and Vendor Management policies, regulations and statutory requirements;
  • Perform other duties as assigned by Senior Manager, Associate Director and Director of Corporate Facilities Management and Head of Operations and Leasing.
Who you are
  • University degree and above in Contract Management, Finance, Cost Control, Quantity Surveyors or relevant field is preferred;
  • 8 - 10 years’ experience working in cost control, procurement or related field, of which, 5 years or more of managerial experience is preferred;
  • Corporate membership of HKIS, RICS, CPA or equivalent is an added advantage;
  • Proficiency in both written and spoken English and Chinese (including Putonghua);
  • Exceptionally well organized with an aptitude for data and possess strong analytic skills;
  • Excellent communication, planning, organizational, management skills; self-motivated, confident, creative and have a strong desire to achieve excellence;
  • Exceptional presentation skills, able to explain concepts concisely and accurately;
  • Strong interpersonal, creative thinking skills and ability to provide timely solutions to solve issues and problems;
  • Able to deal with different levels of internal and external stakeholders;
  • Experience in Facilities Management Services operations, and expose to the latest CRM, technology of intelligent building and conversant with FM-Maintenance Management System and related systems and software is an added advantage;
